Jim Bannister named Chairman of Greenville Water Commission of Public Works
Greenville, SC – 3/3/2026 – The Greenville Water Commission of Public Works has elected Jim Bannister to succeed Phillip Kilgore as Chairman, following more than a decade of dedicated Leadership.
Phillip Kilgore was elected to the Commission in 2003 and served as Vice-Chairman from 2012-2014 and Chairman since 2014. During his tenure as Chairman, Mr. Kilgore has helped guide Greenville Water through operational growth, infrastructure investment, and continued delivery of quality drinking water to the Upstate community.
“Phillip’s steady leadership, deep institutional knowledge, and commitment to public service is extremely valuable to Greenville Water,” said Mr. Bannister. “His invaluable contributions as Chairman have strengthened the organization and positioned us well for the future. We are grateful to continue serving alongside him.”
Incoming Chairman Jim Bannister also brings a strong record of public service and community leadership to the Chairman role. Jim has been a Greenville Water Commissioner since 2012. He is widely known for his commitment to conservation and efforts to protect our natural resources. He has been actively involved with conservation-focused organizations, including Trout Unlimited, which works to conserve, protect and restore North America’s coldwater fisheries and their watersheds. He has also worked closely with Naturaland Trust, Upstate Forever, and the Nature Conservancy on conservation projects.
“During his time on the Commission, Jim has demonstrated a keen understanding of what it takes to lead Greenville Water in a sustainable direction and to advance our mission of providing safe, reliable, and affordable water while also planning for long-term needs,” said Mr. Kilgore. “I am very excited to have the opportunity to serve under Jim’s leadership.”
