A capital investment plan is a roadmap for how we invest in our water system — maintaining, upgrading, and expanding it to keep water safe, reliable, and ready for the future.
At Greenville Water, our plan outlines the key improvements we expect to make over the next five years to meet the Upstate’s rapid growth and evolving system needs. Because these needs continue to change, our plan remains flexible and responsive. We reevaluate annually to assess system priorities, track progress, and ensure that upcoming investments are meeting our system demands.
The current 5-year plan contains 91 projects with a funding need of $446 million.


Galvanized Pipe Replacement Program
Greenville Water is undertaking a 10-year, $275 million infrastructure initiative to replace over 200 miles of undersized galvanized water mains—originally installed between the 1920s and 1990s—with modern, high-performance ductile iron pipes. These outdated pipes, which have exceeded their service life, are increasingly prone to leaks, breaks, and water quality issues. The new mains will enhance reliability, meet current safety standards, provide enhanced fire flow capabilities and are expected to last over 100 years, reinforcing Greenville Water’s commitment to delivering safe, high-quality water and ensuring a reliable, sustainable system for the future.
Adkins Water Treatment Plant 60-Inch Transmission Main
To support regional growth and strengthen the reliability of our water distribution system, Greenville Water is constructing a new 60-inch transmission main alongside the existing 72-inch main that delivers treated water from the Adkins Water Treatment Plant to Downtown Greenville. Spanning approximately 12 miles, the $90 million project provides flexibility to ensure uninterrupted service. The project is being completed in two phases, with full completion expected by 2027.
Simpsonville Water Tank Demolition
As part of ongoing system improvements, Greenville Water is decommissioning the Simpsonville Elevated Storage Tank, originally built in 1962. The $360,000 project includes safe demolition and removal of all associated infrastructure. Completion is expected by the end of 2025.
Upper White Horse Pump Station Upgrades
Greenville Water is planning a $2.3 million capacity upgrade to the Upper White Horse Pump Station at the Stovall Water Treatment Plant, a key facility that supplies potable water to the areas such as Cliffs Valley, Mountain Park, and wholesale customer Blue Ridge Rural Water Company. The planned improvements will accommodate future capacity demands for the next 50 years. The project is in design and is scheduled to begin construction in 2026.
Adkins Water Treatment Plant Sedimentation Basin and Clarifier Rehabilitation
A planned $4.4 million improvement at the Adkins Water Treatment Plant includes replacing aging baffle walls and effluent troughs, repairing concrete in treatment basins, upgrading safety railings, and evaluating electrical and control systems alongside mechanical updates. Currently in design, construction is scheduled to begin in late 2025 and continue through 2027.
Stovall Water Treatment Plant Filter and DAF Rehabilitation
A planned $8.2 million improvement at our Stovall Water Treatment Plant includes upgrading the Plant’s filtration systems to improve reliability and performance. The project replaces aging scraper mechanisms, updates controls, and installs new heaters in the DAF area. Filter rehabilitation includes media replacement, concrete repairs, new coatings, improved lighting, and system control enhancements for better monitoring and automation. Project is currently in construction and will be completed in 2026.
